Capacity Gaps for Women Entrepreneurs in Minnesota Minnesota's Small Business Development Center network reports that counties outside the seven-county Twin Cities metro area account for only 19 percent of women-owned business loan applications processed in 2023, despite representing 38 percent of the state's female labor force. The gap is largest in the Iron Range and western agricultural counties where broadband speeds below 25 Mbps limit access to online permitting portals and supplier databases.
Workforce constraints compound these infrastructure limits. The state Department of Employment and Economic Development data indicate that 31 percent of women in Greater Minnesota who start businesses do so in sectors with high seasonal revenue volatility, such as tourism and specialty agriculture, yet local incubators capable of providing cash-flow modeling assistance are concentrated in the Minneapolis-St. Paul corridor.
The funding requires applicants to maintain a physical or virtual service location inside one of the 14 counties classified as economic-development priority areas by the Greater Minnesota Partnership. Proposals must also document at least two partnerships with existing manufacturing or agricultural cooperatives that can supply industry-specific market data rather than generic business-plan templates.
Minnesota's combination of large-scale agriculture, medical-device manufacturing, and cross-border trade with Canada creates sector-specific capacity needs. Applications serving the northwest must demonstrate how training cohorts will be connected to the state's existing network of dairy and grain cooperatives for supplier-introduction opportunities, a linkage not required in neighboring states with smaller agricultural footprints.
Readiness assessment includes verification that the applicant can deliver bilingual materials in English and Spanish or English and Somali, reflecting the most recent American Community Survey language data for the proposed service counties.
